Yes, it's invalid. But is it WF? I say it is WF, despite the
regrettable nature of this particular WF entity. Ditto with
(in the external subset):

<!ENTITY % StartEntity "<!ENTITY">
%StartEntity; Foo "Foo">

Ugh, yuck. But WF.
