A readable version is as below:

Comment ::= '<!--' (Char* - (Char* '--' Char*) - (Char* '-')) '-->'

This is idential to

Comment ::= '<!--' ((Char - '-') | ('-' (Char - '-')))* '-->'

Again, I did the comparison with Grail.
