As I read the Namespaces WD, the prefix (if it is not "xml") can
vary from one document to another, depending on the namespace
PIs that appear in that document. So my "foo:bar" can be your
"baz:bar" indeed, as long as I declare "foo" to have the same value of
the "ns" pseudo-attribute that you use to declare "baz".
Thus it is not necessary to standardize a prefix, although it
certainly would be reasonable to recommend one.
