Newbie Q: NXP attrribute validation

Please help a newbie DTD writer :) I am trying to validate with NXP
attribute ID in element Foo :

<?XML version="1.0" encoding="UTF-8" RMD='ALL'?>
<!DOCTYPE FooBar SYSTEM "FooBar.dtd">

<FooBar>
<Foo ID="Bar"/>
<FooBar/>

With the following DTD:

<!-- The whole FooBar -->
<!ELEMENT FooBar ANY>

<!ELEMENT Foo EMPTY>
<!ATTLIST Foo
ID ID #REQUIRED>

As a result I get "Attribute has not be declared : ID" error. What am I
doing wrong ?
